Justine Lazaro

DEIA Program Manager, U.S. Government Accountability Office

Justine manages Diversity, Equity, Inclusion, and Accessibility (DEIA) training for the U.S. Government Accountability Office (GAO) Learning Center (LC), and oversees the LC’s DEIA facilitator program. She joined GAO’s Headquarters in 2009 and is currently in the Oakland Field Office. She spent over a decade in the GAO’s Homeland Security and Justice and International Affairs and Trade teams. She successfully led multidisciplinary audit teams and made significant contributions to the GAO’s work on aid to conflict areas, democracy assistance, foreign investment, human trafficking, intelligence, and territorial economies. Justine is passionate about DEIA. She is currently leading the development and implementation of a new training series on how to audit with a DEIA lens. She has facilitated numerous DEIA sessions to help GAO, other federal agencies, national associations, and universities recruit and retain a diverse talent pool and minimize the effects of unconscious bias. She obtained a Bachelor of Arts in Psychology and Interdisciplinary Studies from the University of California, Berkeley and a Master’s in Public Policy from the Goldman School of Public Policy at the University of California, Berkeley. She is a Public Policy and International Affairs Fellow and a National Pacific American Leadership Institute Fellow. In her spare time, Justine enjoys exploring the outdoors with her family.
