Michelle N. Phillips

Michelle N. Phillips is the Director of Civil Rights for the City of Minneapolis and a lifelong public servant. Prior to her current appointment, Ms. Phillips was the Inaugural Inspector General for the City of Oakland. During her time in Oakland, California she set up the first independent civilian Office of the Inspector General, with a responsibility to monitor and audit the Oakland Police Department. Previously, Ms. Phillips served as the Deputy Inspector General for Investigations, for the City of Baltimore Office of the Inspector General. During, her tenure in Baltimore, Ms. Phillips worked alongside some amazing professionals' investigating allegations of Fraud, Waste, Abuse and public corruption on behalf of the residents of Baltimore City. Ms. Phillips has dedicated much of her professional career to public service. Ms. Phillips also worked for the National Police Foundation, now the National Policing Institute working on police science research, police policy, police auditing, and after-action reviews of law enforcement critical incidents. Ms. Phillips graduated from Coppin State University, and the University of Baltimore respectively. Her biggest motivation in life is her daughter.
